Dubai has relaxed its liquor laws to allow tourists to buy alcohol in state-controlled stores. The stores had previously only been open to residents with licenses, but the new laws will let visitors get liquor licenses for the first time.
The United Arab Emirates has two major chains of liquor stores: African & Eastern, and Maritime and Mercantile International. Tourists in Dubai can get a liquor license for free at one of these stores after showing their passport and signing a document promising that they aren't Muslim and will follow local laws.
Recently published rules say that any alcohol bought in stores can only be drunk at home or in a hotel room. Driving after having any amount of alcohol is still illegal, as is drinking in public.
Drinking at a bar is still technically illegal without a license, but no bartender ever asks to see one. Almost all bars and clubs in Dubai are part of a hotel.
The United Arab Emirates drinks much more than other countries in the Middle East. According to the World Health Organization, every year 3.8 liters of alcohol are drunk for each person in the country.
Alcohol also means big business: there's a 50% import tax on a bottle of alcohol, as well as an extra 30% tax in Dubai on buying from liquor stores.
Dubai Duty Free, which is owned by the government, sold over $2 billion of goods to people going through airports in 2018, including 9 million cans of beer, 3 million bottles of whiskey and 1.5 million bottles of wine. Licenses were never needed to buy duty-free alcohol.
However, according to Euromonitor, sales of alcohol dropped to 161.5 million liters in 2018, down from 163.7 million liters in 2017. It was the first drop in sales in a decade, though tourism helped keep prices high as some travelers bought more expensive liquor.

I do still not understand why UAE is nervous to handle alcohol. I can imagine that is against religious lessons as Muslim. I have few knowledge about it. Only thing what I know is Muslim is one of most strict and severe one in the world.
in Japan manufacture of alcohol is under strict regulation of the government in order to prevent any untoward problems, i.e. blindness due to high alcohol content.
If this kind of cheap liquor had not produced in those days,
our government might have not recognized the necessity of making laws.
